NONGOVERNMENTAL UNDERPINNING OF THE EMERGING ASIA PACIFIC REGIONAL COMMUNITY

1993–1994

In December 1994, JCIE, along with the Asia Foundation (United States), the Institute for East and West Studies of Yonsei University (Korea), and Philippine Business for Social Progress (PBSP), organized a conference in Osaka, Japan, on “Developing Nongovernmental Underpinnings of the Emerging Asia Pacific Regional Community.” The conference was a follow-up to two meetings held in Bangkok in August 1989 and Seoul in August 1993 and two workshops held in Singapore and Jakarta in April 1993. The conference was also the culmination of a survey project bearing the same name.

The survey project on developing nongovernmental underpinnings of the emerging Asia Pacific regional community was proposed in the fall of 1993 to assess the state of indigenous development of civil society in each nation in Asia Pacific. Fifteen countries were studied, namely, Australia, Canada, China, Hong Kong, Indonesia, Japan, Korea, Malaysia, New Zealand, the Philippines, Singapore, Taiwan, Thailand, the United States, and Vietnam. Surveys looked at research institutions, foundations, and grass-roots nongovernmental organizations (NGOs) in each country in terms of their history, networking capabilities, relations with other sectors of society, and past and potential contributions to community building in Asia Pacific. Research was conducted by representatives of research institutions, foundations, and NGOs in each country. The researchers had all worked in the independent sector for a number of years and were knowledgeable of the climate surrounding nonprofit development in their respective countries.

In 1995, the survey results were published in a volume titled Emerging Civil Society in the Asia Pacific Community. In the summer of 1996, the book won the Masayoshi Ohira award for outstanding contribution to Asia Pacific community building, and a revised edition of the 767-page volume was published. A set of directories of organizations studied for the project was also compiled by the survey researchers and is updated by JCIE.
