JCIE held its Second Russia-Japan Policy Dialogue on May 13–14, 2000, in Kisarazu, Japan, where a small group of Russian and Japanese opinion leaders met to exchange views on a variety of issues. The dialogue took place at a time of governmental change in both countries—in Russia, Vladimir Putin had just been elected as president in March 2000, while the Yoshiro Mori administration had just been formed in April in Japan. The participants exchanged their views and insights on political change, economic conditions, and foreign policy under these new administrations.
